About Unite
The Uganda National Institute for Teacher Education (UNITE) was established on 5 July 2024 through Statutory Instrument No. 53 of 2024 under the Universities and Other Tertiary Institutions Act (UOTIA), Cap. 262, as an Other Degree Awarding Institution (ODAI).
UNITE was established as a multi-campus institution with campuses located in Kabale, Kaliro, Mubende, Muni (Arua), and Unyama (Gulu), while its headquarters are situated in Kira Municipality at the former Shimoni Core Primary Teachers’ College.
The mandate of UNITE is to coordinate and provide all levels of teacher education in Uganda, ranging from initial teacher training to postgraduate education. The Institute also offers Continuous Professional Development (CPD) Programmes and in-service teacher training to strengthen professionalism and improve the quality of education in the country.
UNITE provides National Council for Higher Education (NCHE)-accredited Programmes for both pre-service and in-service teachers in pre-primary, primary, and post-primary education.
History
“The establishment of UNITE originated from the Government of Uganda’s commitment to professionalize and standardize the teaching profession through the National Teacher Policy (NTP) 2019, developed by the Ministry of Education and Sports and approved by Cabinet on 1 April 2019.
The policy recommended the establishment of the Uganda National Institute for Teacher Education (UNITE) as a specialized institution to coordinate teacher education and training across all levels of education. This recommendation was informed by findings from the Teacher Initiative in Sub-Saharan Africa (TISSA) Study Report (2013), which highlighted several challenges affecting the quality of education in Uganda. These included:
- Under-professionalization of the teaching profession
- Inadequate quality assurance and standards
- Shortage of science teachers
- Low academic entry requirements into the teaching profession
The National Teacher Policy further recommended the establishment of two key institutions:
- The Uganda National Institute for Teacher Education (UNITE) – responsible for coordinating teacher education and training.
- The National Teacher Council (NTC) – responsible for regulating the teaching profession.”
